ALA response to HR 7661

WASHINGTON - In response to H.R. 7661, introduced on February 24, American Library Association President Sam Helmick issued the following statement: 

"Parents, not politicians, should guide their children’s reading. In our school, campus, and public libraries, materials are selected by trained literacy professionals who understand child development and community needs. Their work is grounded in one clear purpose: helping young people become lifelong readers. 

"H.R. 7661 isn’t fundamentally about protecting kids. It’s about giving politicians broad authority to restrict whose stories are allowed on our shelves. That should concern anyone who believes in the freedom to read and the right of families to make decisions for themselves. 

"Rather than targeting librarians and teachers, Congress should invest in them. The Right to Read Act offers a better path, supporting well-staffed and well-resourced school libraries, strengthening evidence-based literacy instruction, and protecting the dedicated professionals who help young people discover books that open doors and expand horizons. When we trust families, support educators, and protect the freedom to read, our young people thrive.”

H.R. 7661, also known as the "Stop the Sexualization of Children Act," would modify the Elementary and Secondary Education Act of 1965 by prohibiting use of funds under the act “to develop, implement, facilitate, host, or promote any program or activity for, or to provide or promote literature or other materials to, children under the age of 18 that includes sexually oriented material, and for other purposes.” 

ALA urges advocates to call their members of Congress at the Capitol switchboard (202.224.3121) and ask them to oppose H.R. 7661.

Action needed this week to support federal library funding and we NEED YOU!

1) FY27 federal budgets are being decided NOW — about a month earlier than usual.

2) The House of Representatives requires all “Dear Appropriator” letters to be finalized by March 20. These letters are circulated among Members of Congress to show support for specific programs, including library services. The more Members who sign onto a letter, the more likely that funding will be included in the final budget.

House letters will close March 19, so calls are most effective before next Wednesday at noon.

- Fully fund the Library Services & Technology Act (LSTA) at $232 million
- Fully fund Innovative Approaches to Literacy (IAL) at $50 million
- Protect and strengthen the E-Rate program with sustainable, predictable, long-term funding

4) Find your Members of Congress:

5) Check whether your Members have signed the Dear Appropriator letters

New Leadership Program

VAASL Vanguards: Library Leadership Program

  • Purpose – to help support and foster librarians who want to be leaders, and to prepare them to be equipped to step into leadership roles within their school, county, state, and/or national organizations. 
  • Targeted for librarians with 3-15 years of experience (reasonable exceptions can be made)
  • Application – includes a form, cover letter, and recommendations. 
  • Program begins each January, with program wrap-up at VAASL conference each year
  • Program participants must submit an application to present at VAASL conference
  • Programs participants must pick a project or area of focus to be worked towards; project does NOT have to be chosen in advance, but can be included in the cover letter if there is a specific area of interest
  • Once monthly virtual sessions, with a break for the months of July and August (independent work those months), and with a final session in-person at VAASL conference
  • Each year, applicants can ask for a specific area(s) of focus, or, if none are desired, sessions can be created on general topics
  • Program participants must agree to mentor and/or host a session for the next year’s cohort

Mr. MJ Rodney currently serves as the Principal of Providence Middle School in Chesterfield County, Virginia. He has previously served as an associate and assistant principal, SOL coach, social studies, and CTE teacher. MJ is in his third year as a student in VCU's Doctorate of Educational Leadership program. When not supporting his school or writing a dissertation, MJ enjoys volunteering at the YMCA as a youth coach and at his church in various education and youth ministry roles.
